Introduction

Following on from its successful inaugural summit in Nairobi 2006, the Humanitarian Development Program (HDP) is delighted to announce that the second Humanitarian Development Summit will be taking place at the Kenyatta International Convention Centre (KICC) on 17-19 October 2007, in partnership with AdvanceAid.

The summit will focus on the central theme of the vast capital resources being applied to humanitarian relief and sustainable development from the private sector and global foundations, with the key issue being the most effective allocation and application of these resources.

Corporate Donors

Corporate giving is split between long-term development projects and emergency relief. Companies giving money for the latter often have no control over how that money is spent and in many cases do not even know how those funds were put to use. This is a key obstacle to the potential raising of capital to fund the many crucial projects being undertaken throughout the developing world.

Foundations

The importance of charitable foundations to the developing world cannot be overstated:

With more billionaires in the world than ever before, more money is being donated to charity

The Gates Foundation, the world's richest philanthropic organisation, has a current endowment of $33 billion

To put in context, the $800 million that the Gates Foundation gives every year for global health approaches the annual budget of the United Nations' World Health Organisation (WHO) and is comparable to the funds given to fight infectious disease by the United States Agency for International Development (USAID)

Charitable foundations making donations have a better idea of where their money goes, many of them having attempted to implement their own programmes, but they still encounter a variety of problems, the biggest one being a lack of presence in the countries in which their programmes are implemented.

Facilitating Exchange

Our experiences within the developing world have taught us the following:

The need for developing countries to bring together the two separate issues of humanitarian relief and sustainable development

The promotion of greater private sector participation and encouraging long term commitment and ongoing social and economic progress

One of the biggest deterrents to private sector investment in the developing world is the lack of return, the idea of money squandered through short term “stop-gap” solutions to long term problems

The need to emphasise the importance of private-public partnerships and to ensure that delivery is carried through to its conclusion

Over time, the need for charitable aid will be mitigated, to the benefit of local communities keen to work with international business and form key partnerships

It is our belief that if foundations are willing to invest in projects then they should be able to effectively manage them both financially and through their own management teams.

The role of the HDP/AdvanceAid will be to act as a facilitator for these projects, mediating dialogue between investors and relevant NGOs, IGOs and development agencies to break down the walls of bureaucracy and ensure that projects are able to reach their goals.

The second Humanitarian Development Summit will bring together under one roof all the key players within the humanitarian relief and sustainable development communities. The participation in a meetings-based format of foundations and private sector investors with global NGOs, IGOs and development agencies will be crucial in the formulating of long term strategies for maximising the enormous potential within the developing world.

Inter-Governmental Organisations (IGOs)

The Humanitarian Development Program will be working with the leading inter-governmental organisations (IGOs) to ensure the highest level of representation. These will include:

Non-Government Organisations (NGOs)

There are countless international non-government organisations (NGOs) all making a positive contribution to tackling the issues facing the developing world, tackling the problems caused by global emergencies and conflict. The HDP has strong relations with the following organisations and will be ensuring high level attendance to the benefit of all participants:

National Governments

Having established strong relations within the Kenyan Government, the Humanitarian Development Program will work closely with the Ministry of Planning & Development and other key ministries in preparation for the summit and to ensure the Humanitarian Development Program is a regular fixture on the Nairobi calendar.

We will also welcome representation from other leading governments within the region to demonstrate the pan-global appeal of the summit and its objectives. This will be coordinated through the various ministries of foreign affairs, investment and trade.

Format

The summit will be a multi-layered event, bringing these different components together to form a coherent response to the many challenges faced.

The summit will incorporate the following aspects:

Seminars
Plenary speeches
Working groups devoted to various sector requirements

NGO, IGO and Government Official registration

All registered non-governmental, inter-governmental organisations (NGOs/ IGOs) and Government officials are entitled to full summit access over the three days, free of charge. Advance registration is required, along with proof of status including photo identification.
